Running the World Governing Council (WGC) requires a staff of hundreds of people, responsible for enforcing the directives handed down by the Upper Chamber. The day to day activities are managed by employees who are multi-lingual communications experts, Information Technology professionals, forensic investigators, prosecutors, judges, a legal staff with expertise in international business and treaties, military experts, intelligence professionals skilled at managing and conducting black operations, and even a team of assassins and occult practitioners. It should be noted that key personnel managing these activities are often related to or are close associates of Somerset Belenoff. The Countess has systematically staffed these departments with people who are personally loyal to her, securing her complete control over all aspects of the World Governing Council. Insiders have noted that Belenoff personally manages the succession plans for each department, with particular focus on ensuring younger staff are brought on board as more seasoned individuals approach retirement.

Prior to January, 2019 the government of Luxembourg required all organizations to publish their employee directories. The World Governing Council published their directory for several years in accordance with Luxembourg law. Due to increased public interest in the Illuminati, the law was overturned and the Wettin employee directory was removed from the internet. Fortunately, Shadow Watchers archived part of the directory prior to its removal and below we provide a partial list of key personnel, along with a brief description and where available, a photograph of the individual. This information is up-to-date as of February, 2019. As the WGC operates openly, its employees are well-known in their communities and many of the lower-level associates have talked openly with Shadow Watchers about the governing structure.

Caution! The individuals listed below for the most part are not members of what we normally think of as “The Illuminati.” They are responsible for running the day to day functions of the World Governing Council but they are not policy makers. Some of them have surnames familiar to Illuminati researchers, but while they may be members of the Windsor, Mountbatten, Romanoff or Rothschild families, they are not public figures and their rights are protected by a multitude of privacy laws.

A note about Luxembourg Cathedral:
Staffers at the World Governing Council refer to “Cathedral” or “Luxembourg Cathedral” in much the same manner an employee of a firm might refer to “Headquarters,” or the way the British refer to the Prime Minister’s office as “Downing Street.” The term “Cathedral” is a carry-over from a time when the cathedral was the center of governmental authority. Likewise, throughout these pages we mention Luxembourg Cathedral, or simply “Cathedral,” when referring to the headquarters of the World Governing Council, but it should be noted that as the term is used today, it no longer refers to the actual Roman Catholic cathedral located in Luxembourg’s capital city. Based on first hand accounts of associates who work at the facility, we believe much of the activity related to Belenoff’s World Governing Council occurs at Supreme Headquarters Allied Powers Europe (SHAPE) in Mons, Belgium.

The Wettin Executive Team

Tiamet (“Tia”) Marbani

Tiamet (“Tia”) Marbani is Chief Technology Officer for the World Governing Council. Perhaps not coincidentally, it appears her parents named her after the ancient Sumerian deity Tiamet, Goddess (or demon) of chaos and creation. According to her Linked In profile, she is a former executive at CBRE, one of the world’s largest commercial real estate firms. Marbani joined Belenoff’s staff in January, 2019 with a mandate to significantly expand the Council’s suite of satellite communication capabilities. According to insiders, Marbani has taken over many of the projects formerly managed by Karina Belenoff and Lord Francis Bowes-Lyon. Her bloodline stretches deep into Middle Eastern history to the time of Babylonian rulers. and she is said to have intimate knowledge of the ancient demon-gods of that era. Marbani has made significant progress on several ambitious, and possibly demonic, projects. Those projects include the ability to target, listen to and record conversations which occurred in the past; stabilizing vibrational frequencies to enable consistent communications with the Lower Astral dimensions, and expanding ethereal communications with ancient deities of the Sumerian, Babylonian and Akkadian pantheons. Marbani holds Masters of Science degrees in Structural Engineering and Condensed Matter Physics from the Massachusetts Institute of Technology and a Bachelor of Science in Mathematics from the American University in Cairo.

Natalie Belenoff-Windsor

Natalie Belenoff-Windsor is Somerset Belenoff’s youngest daughter. Reporting directly to the Countess, she oversees satellite and terrestrial communications related to Lost Lullaby Frequency, Forgotten Frequency and their associated nodes, which include Hyacinth Node, where most Capricorn uploads occur. She sits on the Board of Governors responsible for Luxembourg Cathedral, which is the primary communications tower as well as the home of the Shadow Lion and HQ of the World Governing Council. Belenoff-Windsor holds a Bachelor of Science in Physics from Oxford University’s Hertford College and a Master of Science in Computational Engineering from Brunel University in London. She is married to Lord Oliver Windsor and is a former Lady-in-Waiting to Queen Elizabeth II.

Karina Belenoff

One of the most senior policy makers at the World Governing Council, Karina Belenoff is Somerset Belenoff’s middle daughter and the Elector General for the Upper Chamber. She is responsible for communication connections and enforcement of directives for Wettin towers throughout the world and is the Chief Protocol Officer for Bohemian Grove. She manages a staff of approximately 5o Wettin technicians who run the day-to-day operations of communicating WGC directives worldwide. Like both of her sisters, Karina Belenoff reports directly to her mother, the Countess. Observers have noted that Karina Belenoff, like several people close to the Countess, has a condition known as heterochromia, meaning each eye is a different color.

Aimee Belenoff St. John

Aimee Belenoff St. John is Miss Belenoff’s niece and the daughter of Sir Michael and Marissa Windsor-St. John. She is currently employed as a Special Assistant to Somerset Belenoff and is expected to become a permanent member of the executive team upon completion of her studies at Cambridge.

Tessa-Lynne Gordy

Tessa-Lynne Gordy is Somerset Belenoff’s Chief of Staff. Prior to being promoted to her current position, she served as Special Assistant to to the Countess. She is the great-grand-niece of music executive and founder of Motown Records, Berry Gordy and also the great-grand-niece of former US President Jimmy Carter (Berry Gordy and Jimmy Carter are second cousins.) Miss Gordy met the Countess in 2010 at Camp David in the US while working for former President Carter. The two became close friends and Gordy recently moved to Scotland to work for Belenoff.

Sir Callum McCoinneach

Sir Callum McCoinneach is the Chief Security Officer of the Wettin World Security Office. He reports directly to Somerset Belenoff and his oversight encompasses all internal investigations as well as the enforcement of arrest warrants world-wide. Before joining the WGC in 2013, Mr. McCoinneach was a Deputy Chief for Scotland’s national police force. Upon recommendation from Miss Belenoff, he was knighted by Queen Elizabeth II at Holyrood Palace in Edinburgh.

Karl Feldhaus

Karl Feldhaus is a longtime Wettin employee and close friend of Somerset Belenoff. Born in Saxony, Germany, Feldhaus was a servant at Wettin Castle when the Countess staged her coup and effectively took control of the Council in 1979. Today Mr. Feldhaus oversees all commercial and residential estate properties owned and operated by the World Governing Council.

Edward Washington

Edward Washington is Director of Space Systems. He reports directly to Somerset Belenoff and is responsible for Commandeering space-based assets from all nations for use on behalf of the Wettin World Security Office.

Nigel Hammond

Nigel Hammond works for Edward Washington and oversees programming for satellite applications.

Michelle Nguyen

Michelle Nguyen reports to Edward Washington and has primary responsibility for managing the VibeSat systems. Note her heterochromia: One brown eye, one blue eye.

Cameron Dunrobin

Cameron Dunrobin manages programmers working on VibeSat and other space-based systems under the direction of Michelle Nguyen.

Sir Richard Alexander Elphinstone

Sir Richard Alexander Elphinstone is Secretary General of Military Affairs and manages a staff of military officers from over 20 countries. Some of his direct reports are listed below.

Lord Cedric Spencer-Churchill

Lord Cedric Spencer-Churchill reports to Sir Richard and is Undersecretary of Military Affairs responsible for mobilization of armed forces throughout Europe and the United Kingom.

Mary Katherine Kelly

Mary Katherine Kelly is Undersecretary of Military Affairs. She reports to Sir Richard and is responsible for military forces provided to Wettin by the Republic of Ireland.

Anya Zhirinovsky

Anya Zhirinovsky is Undersecretary of Military Affairs. She reports to Sir Richard and is responsible for mobilization of Russian armed forces on behalf of the Wettin World Security Office.

Antonio Pacheco

Antonio Pacheco is Undersecretary of Military Affairs, responsible for WSO operations throughout South America, Central America and Mexico.

Jean-Vincent Tshombe

Jean-Vincent Tshombe is Undersecretary of Military Affairs responsible for Africa.

Shamsi Abboud-Ferdowsi

Shamsi Abboud-Ferdowsi is Undersecretary for Military Affairs responsible for armed operations in the Middle East.

C. Verlon Hatch

C. Verlon Hatch is a former Mormon bishop who began working with the World Governing Council while serving in the United States Air Force. He is Undersecretary for Military Affairs and is responsible for commandeering troops provided by the United States and Canada.

Lord Francis Bowes-Lyon

Lord Francis Bowes-Lyon is the out-going Chief Technology Officer. A native of Scotland, he is Miss Belenoff’s cousin and remains a close advisor to the Countess. After he transitions out of the Technology role he is expected to continue as liaison to the Lower Chamber.

Mikhail Romanoff

Mikhail Romanoff is the Chief Financial Officer for the House of Wettin World Governing Council with responsibility for overseeing all investment activity. He also oversees the Office of Expenditures which includes all “black box” operational expenses. He is a distant cousin of Somerset Belenoff and is Vice-Chairman of “Children of the Revolution,” an organization made up of the descendants of aristocrats, judges and politicians murdered by the Bolsheviks in the 1917 Russian Revolution. Miss Belenoff is also a member of the organization, but it is not officially related to the Wettin World Governing Council.

Sir Andrew Mountbatten

Sir Andrew Mountbatten reports to Mikhail Romanoff and is responsible for financial audits.

Marissa Windsor-St. John

Marissa Windsor-St. John is the Chief Legal Officer for the House of Wettin World Governing Council. She oversees a staff of over 300 attorneys responsible for contracts and negotiations with the entities that make up the Lower Chamber of Wettin (e.g., Bilderbergers, Trilateral Commission, United nations, etc.) as well as heads of state around the world. Ms. Windsor-St. John specializes in complex international legal cases and is known as a ruthless, no holds-barred negotiator, She is famous among the elite for her sharp tongue, quick temper and photographic memory. A former Queen’s Counsel appointee, she is a life-long practitioner of Wing Chun Kung Fu and holds a black belt in Brazilian Jiu Jitsu. Her law degree is from the University of Cambridge and she earned a Master of Finance and International Relations from the London School of Economics.

Sir Michael St. John

Sir Michael St. John heads the Office of Audit and Controls and is responsible for all risk management activities within the House of Wettin. He is married to Marissa Windsor St. John.

Charlotte Elphinstone

Charlotte Elphinstone reports to Sir Michael. She manages a staff of approximately 75 individuals responsible for the audit and monitoring of technology applications. She is the eldest daughter of Sir Richard Elphinstone.

Sir Randolph Mountbatten

Sir Randolph Mountbatten heads up the infamous Group 13, which is responsible for disinformation campaigns, fostering political dissent and the take-down of governments deemed unfavorable to the WGC. He is a 3rd cousin and trusted advisor to the Countess.

Terese de Rothschild

Terese de Rothschild, at 23 years of age, is the youngest member of the Wettin executive team. After graduating from Harvard with degrees in Business and International Relations at the age of 16, she traveled to Israel where she joined the Israeli Defense Forces. After being wounded in combat at an undisclosed location, she was recruited by Somerset Belenoff to develop and implement enhanced security for policy makers in the Upper Chamber. Reporting to Callum McCoinneach, she manages the day-to-day security functions for all Wettin facilities. When you read on the website GlamisCalling.Org that “The Shadow Lion is afoot,” it is Miss de Rothschild who has moved the Lion into place for extra protection; this is an indication that enhanced security measure are in effect and is standard procedure during times when technical systems are being upgraded.

Francesca Medici

Francesca Medici – Don’t let the pretty face and sexy name fool you. Next to Somerset Belenoff, Medici is the most feared of all Wettin execs. Her nickname is “Lord High Executioner,” and her role in heading up the Office of Elimination is to manage the assassins and executioners who work for the World Governing Council.

Soo-Lin Xhu

Soo-Lin Xhu reports to Ms. Medici and is responsible for operations in the Pacific Rim. After she lost her left eye during an altercation Miss Belenoff began referring to her affectionately as “the Blind Butcher of Beijing.”

Maia Chan reports to Francesca Medici and is responsible for operations in the Far East.

William McDougall (aka “Charming Billy”)

William McDougall (aka “Charming Billy”) reports to Francesca Medici and manages black operations in Western Europe, the UK and the Republic of Ireland.

John Barrows is the head of Somerset Belenoff’s personal security detail. Born in the United States, Barrows grew up in a Midwestern town where most residents were employed at the local maximum security penitentiary. As a young boy he ran a profitable enterprise smuggling contraband into the correctional facility where both of his parents were employed. A former US Navy Seal and an expert at penetrating impenetrable locations, he is famous in Wettin circles for breaking into a notorious Russian prison to personally execute a former Russian Special Forces operative and extracting his body… in pieces. The operation is referred to as a “Reverse Shawshank.”

Martin Villanova

Martin Villanova works for Mr. Barrows and is part of Miss Belenoff’s personal security detail.

Angus Campbell

Angus Campbell reports to John Barrows and is responsible for security around Somerset Belenoff’s facilities on the Isle of Arran. Mr. Campbell has the condition known as heterochromia.

Mark Taggert

Mark Taggert is part of Somerset Belenoff’s personal security detail and is responsible for interrogations.

Marcel Charbonneau

Marcel Charbonneau reports to Sir Randolph and heads up the Financial Affairs section of Group 13. He has announced his retirement but the exact date of his exit is not known.

Phoebe Bowes-Lyon

Phoebe Bowes-Lyon reports to Mr. Romanoff and manages Payroll and Accounting. She is the daughter of Lord Francis Bowes-Lyon and is expected to replace Mr. Charbonneau as Director of Financial Affairs for Group 13 when he retires.

Alexa Belenoff-Caspian

Alexa Belenoff-Caspian is Somerset Belenoff’s eldest daughter. She reports to her mother and is a liaison to European partner organizations. She was the driving force behind Wettin’s support for the Brexit campaign.

Sandra Ling

Sandra Ling reports to Sir Randolph Mountbatten and is Director of Internet Surveillance. She manages the department responsible for internet black ops, which includes monitoring internet traffic world-wide and removing content deemed too disruptive. Her employees have removed this site several times over the past 5 years.

Jocelyn Kim

Jocelyn Kim reports to Sandra Ling and is responsible for emerging technologies

The Ethereal Team

Officially known as the Office of Ethereal Operations, this team works full time on the occult aspects of the World Security Office under the direction of Rebecca Belenoff-Brandeis, who reports to Somerset Belenoff. These individuals are said to possess a high degree of sensitivity to otherworldly vibrations and are said to be able to focus their consciousness outside of the material plane for long periods at a time. Allegedly, they were also chosen for this work because they possess the charisma and temperament required to establish rapport with otherworldly beings.

Insane Staff

The following individuals worked on the VibeSat program. They are housed at the Bedlam Royal Hospital in London. Insiders say they were brought to the Cathedral HQ Complex in Luxembourg to work on the VibeSat project under the direction of Karina Belenoff and later Tiamet Marbani. The work, which lasted more than a year, required extensive interaction with ancient demonic entities from the Sumerian, Babylonian and Akkadian religions, as well as thousands of ghost-like entities on the Lower Astral. The purpose of the program was to enable the Wettin teams to contact other vibrational dimensions using highly advanced technology. Insiders tell us the project has been fully implemented and systems have already received several upgrades to continue improvement. The individuals listed below still reside at the Bedlam lunatic asylum in London, but they are frequently released on supervised travel papers to work on updates to VibeSat, Forgotten Frequency, Lost Lullaby Frequency and related systems.

Dr. Archibald Byrd

Dr. Archibald Byrd is a former professor of Ancient Religions. He retired from teaching in 2010 due to his deteriorating mental health, however he was still sane enough to earn a second PhD in Computer Science in 2017.

Stella Daniels

Stella Daniels helped develop the Lost Lullaby frequency and engineered Wettin’s early systems connecting the material plane to other dimensions. Her frequency connections were effective at piercing the veil between the living and the dead but the early technology wasn’t able to provide stable connectivity due to oscillating vibrational frequencies. She went insane in 2015 but continued to work on stabilization for the duration of the VibeSat program. She is widely respected at the World Governing Council for her pioneering work.

Kermit Holman

Kermit Holman is said to be a brilliant, but extremely disturbed designer of systems architecture. His work while still at university focused on building a precursor to the World Wide Web. Holman spent several years wandering aimlessly throughout the United States, earning a living as a bookmaker until he was convicted of murder and cannibalism in 2007. Court records labelled Mr. Holman a “troubled drifter”, and he was sentenced to serve an indefinite term at the Trans-Allegheny Lunatic Asylum. The Asylum, which was officially closed in 1994, continued house offenders deemed too violent for ordinary prisons or standard mental health institutions. In 2016 at the request of Somerset Belenoff, he was transferred to the La Colombière psychiatric hospital in France. He was later brought to Luxembourg to work on the VibeSat program and afterward transferred to the Bedlam asylum in London to be near his colleagues.

Vanessa Payne

Vanessa Payne is said to have gone insane while working on the VibeSat program after spending too much time on the other side of the veil. She shot herself in 2018 and died at Luxembourg Cathedral. Insiders tell us she continues to work for the Wettin VibeSat team as a permanent resident of the Lower Astral. DECEASED

Druscilla de Havilland

Druscilla de Havilland is a member of the de Havilland aircraft family and is also a cousin of film actresses Olivia de Havilland and Joan Fontaine. She is an Oxford-educated scientist and aerospace engineer who spent several years working in the field of advanced propulsion systems for the Royal Air Force. She went insane in 2012 and was confined to a mental institution for 3 years until Somerset Belenoff recruited her to begin work on the development of VibeSat and Dark Horizon systems. In 2018 she pleaded guilty to charges in connection with the plot to sabotage Miss Belenoff’s private jet. She was represented before the Council by Marissa Windsor St. John, who advocated leniency, urging the justices to take into consideration de Havilland’s past service to the World Governing Council as well as her mental state at the time she committed her crime. Insiders say Miss de Havilland’s mental condition had deteriorated to the point that she was incapable of understanding the consequences of her decisions and she was easily manipulated by the primary conspirators into providing information that allowed them to sabotage the engines on Belenoff’s Gulfstream jet. In the end, with all judges in attendance, the vote was unanimous. Miss de Havilland was sentenced to the elite Hohenegg/Meilen Clinic near Zurich to be treated for an undisclosed psychiatric disorder. Insiders say the costs, which are considerable, are paid by Somerset Belenoff from her personal fortune.

Roles and responsibilities of the Upper Chamber and the Lower Chamber are strictly defined per the changes implemented by Somerset Belenoff when she restructured the World Governing Council in 1979. Certain violations of protocol carry the death penalty.

Anne Sheldon

Anne Sheldon is responsible for prosecuting “Crimes against the Tower,” which includes failure to follow directives issued by the World Governing Council. Such orders are typically communicated from the communications tower at Luxembourg Cathedral and are directed to one of many towers around the world.
